Shadow minister Andrew Bragg has launched a scathing attack on Housing Minister Clare O'Neil, asserting that she is "not fit" for her portfolio because she "knows nothing about housing." This criticism follows Ms O'Neil's difficulty in confirming whether a granny flat qualifies as a "new dwelling" under the government's proposed negative gearing changes.
Question Time stumble
During Question Time on Tuesday, Ms O'Neil was asked whether building a second dwelling on an existing property title would make that title eligible for negative gearing. Her response, "A new dwelling is one that genuinely adds new to housing supply," drew immediate criticism from the Coalition. Opposition Leader Angus Taylor accused Labor of failing to explain "basic questions" about its policies.
Bragg's criticism
Mr Bragg stated, "Clare O'Neil, the Housing Minister, has shown that she's really not fit to be the Housing Minister because she doesn't know anything about housing." He noted that voters expect "honest answers" and "authentic leadership," and that Ms O'Neil should have admitted she did not know the answer rather than attempting to fudge it.
Government's tax explainer
The government's tax explainer clarifies that a granny flat built adjacent to an established property is ineligible for negative gearing under the reforms. Similarly, home extensions, knockdown rebuilds replacing an existing home, and newly built properties occupied for more than 12 months are also excluded.
Minister's clarification
Ms O'Neil later clarified the policy to Sky News, stating that eligibility depends on whether a project "genuinely adds to supply." She explained, "A granny flat does not meet that definition because it's genuinely a new dwelling." She added that if a dwelling can be bought and sold in the normal way, it would be eligible for the new tax arrangements.
The controversy highlights ongoing tensions over Labor's negative gearing reforms, with the Coalition arguing that the government's lack of clarity will harm housing supply, renters, and first home buyers.
