The development application for the 772sqm site at 22 Muriel Avenue has been lodged with State planning authorities and is currently open for public feedback.

The proposed three-storey complex will feature six three-bedroom, two-bathroom apartments situated above two ground-floor commercial spaces, all centered around a central foyer. Additionally, the plans include 17 car bays, with access via the rear laneway Azurite Lane. This parking allocation comprises 12 bays for residents and five for the commercial units, ensuring adequate facilities for both residential and business needs.
Historical Context and Streetscape Improvement
While the existing building on the site has stood for over 60 years, it is not listed on the City of Stirling's municipal heritage inventory, allowing for its demolition. Town planners representing the owners have emphasized that the current structure is rundown and fails to contribute positively to the streetscape, representing an underutilization of land in a key commercial area near an activity centre.
In the development application, the planners stated, "It is viewed that the existing development on the subject land is 'rundown' and does not provide any positive contributions to the streetscape and represents the underutilisation of land within a commercial strip and in close proximity to a key activity centre." They added that all physical improvements will be removed to accommodate the new development, which is designed to reflect the scale and character expected in a commercial centre.

The redevelopment is touted to provide much-needed housing in Innaloo, with planners highlighting its strategic location. "The proposed development and location of the property provide a perfect environment to deliver much-needed high-quality accommodation with premium access to various key nodes," they noted. Although the plan seeks some variations to prescribed development standards, it is argued that this has merit in increasing housing densities within a strategic area.
At this stage, tenants for the ground-floor commercial spaces have not been confirmed, but operating hours are expected to be from 8.30am to 5pm, Mondays to Saturdays. This mix of residential and commercial use aims to revitalize the local area and enhance community amenities.

Public consultation on the development is open through the City of Stirling until Thursday, March 19. Following this period, the Metro Inner Development Assessment Panel will review and determine the application.
