A former New South Wales council director has faced court on serious fraud charges, accused of defrauding three local councils of nearly $1.3 million during his employment. Martin Thomas Dimec, also known as Tom Dimec, was arrested at Parramatta Police Station on Wednesday following an extensive police investigation.
Multiple Fraud Charges Laid Against Former Official
The 59-year-old has been charged with 41 counts of dishonestly obtaining a financial advantage by deception and one count of misconduct in public office. Police allege that Dimec authorised and approved fraudulent invoices for contractors while working for Goulburn, Shoalhaven and Murrumbidgee councils between 2012 and 2024.
Substantial Financial Losses Alleged
According to police allegations, bank accounts controlled by Dimec received $1,295,029.94 during the 12-year period. The substantial sum represents significant financial losses to the three local councils involved in the case.
Employment History and Termination
Dimec last worked for Murrumbidgee Council, where he served as Director of Infrastructure from January 2021 until February 2024. Sources indicate he was terminated from this position just one day before a police report was made regarding the fraud allegations.
Police Investigation and Court Proceedings
The Financial Crimes Squad's Fraud Unit launched Strike Force Mullagh in May 2024 to investigate the claims against Dimec. Following his arrest, he was initially refused bail by police but was later granted bail during an appearance at Parramatta Local Court on Thursday.
Strict Bail Conditions Imposed
As part of his release, Dimec must adhere to several strict bail conditions including:
- Daily reporting to police
- Surrender of his passport
- Maintaining reasonably good behaviour
The case has been adjourned, with Dimec expected to return to court on February 19 for further proceedings. The allegations represent one of the more significant cases of alleged corruption within local government in recent years.
