Former Energy Official Takes Helm at Workplace Relations Department
Simon Duggan, a former senior energy official with extensive experience across multiple government departments, has been appointed as the new Secretary of the Department of Employment and Workplace Relations (DEWR).
The appointment follows the mysterious departure of former secretary Natalie James, who concluded her term prematurely on January 18 after Workplace Minister Amanda Rishworth announced in December that she would be let go 18 months early.
Extensive Public Service Background
Mr Duggan brings significant public service experience to his new role, having previously served as a deputy secretary at the Department of Climate Change, Energy, Environment and Water. Prior to that, he spent time as a deputy secretary at Prime Minister and Cabinet following an impressive 18-year tenure at Treasury.
Prime Minister Anthony Albanese confirmed the appointment in a statement released on Thursday afternoon, announcing that Mr Duggan would commence a five-year term starting February 16.
Transition Period and Acting Leadership
The department has been under acting leadership since December 2025, with Tania Rishniw serving as acting secretary following Ms James' departure. Mr Duggan's appointment brings stability to the department after several months of interim leadership.
The transition comes at a critical time for workplace relations policy in Australia, with the government implementing significant reforms to employment laws and industrial relations frameworks.
Previous Senate Appearances
Mr Duggan is no stranger to parliamentary scrutiny, having appeared at Senate estimates hearings in March last year where he demonstrated his expertise in government operations and policy implementation.
His appointment represents a continuation of experienced public servants taking leadership roles within the federal bureaucracy, particularly those with cross-portfolio experience that spans economic, environmental, and social policy areas.
