111-Apartment Twin Towers Plan for Queens Park Unveiled

Plans have been revealed for the largest residential development in the Queens Park town centre so far, with two towers of seven and eight storeys containing 111 residential apartments and three commercial outlets.

Proposal Details

The proposal at 178 Railway Parade, on the corner of Wharf Street, is out for public comment through the City of Canning but final approval rests with the Metro Inner Development Assessment Panel. Planning Solutions, acting on behalf of Shorestar Enterprises Pty Ltd, submitted plans for the high-rise project, which features 31 one-bedroom, one-bathroom apartments, 71 two-bedroom, two-bathroom apartments, and nine three-bedroom, two-bath apartments, with 116 residential parking bays.

The 25m height of the eight-storey tower significantly exceeds the maximum five-storey and 15m allowed in the area, but the proponents say the site is ideal for higher density development as it is in walking distance of transport, shops, leisure facilities, parks and schools. Queens Park train station is 300m away, and the Cannington bus and train station 750m, while the Cannington Leisureplex is 170m away, Sevenoaks Senior College 350m and Westfield Carousel 1km.

Traffic and Parking Impact

Access to a ground level and first floor parking is proposed via Wharf Street, with a traffic impact statement predicting an increase of 61 vehicle trips during morning peak hours and 58 trips in afternoon peak hours. “According to the WAPC guidelines, an increase of between 10 to 100 peak hour vehicles is considered to have a low to moderate impact and is generally deemed acceptable without requiring detailed capacity analysis,” the statement said. “The estimated 58 to 61 vehicles per hour is around the middle of this range and so the development traffic will have a low to moderate impact and can be accommodated within the existing capacity of the road network.”

It also noted the crash history was typical of the road environment and traffic volumes, with most of it happening before upgrades in 2024 as part of the elevation of the train line.

Commercial and Amenity Features

The three commercial tenancies, totalling 552sqm, could incorporate a shop, restaurant/cafe, convenience store or consulting rooms. Five commercial parking bays are proposed, but the proponents say 14 on-site visitor bays and four verge bays will result in a surplus of available parking. A bus stop in front of the development will need to be relocated and one street tree removed to accommodate the verge bays. The two towers also feature a communal rear garden, internal courtyard and rooftop terrace.

Design Review and Public Comment

The proponents said the proposed development had undergone two rounds of review by the city’s design review panel, with a number of strengths recognised, including suitability as a transit-oriented development site, multiple shared spaces providing a high-quality outcome, liveability of apartments and refined street interface. The proposal is out for public comment until 5pm on Thursday, July 9, at yoursaycanning.com.au.
