Historic East Perth Lock-Up Set for $14.5 Million Transformation into Police Museum

Detailed plans have been revealed to repurpose the long-vacant East Perth lock-up site into a state-of-the-art WA Police Museum, with a budget of $14.5 million. The project aims to create a larger, modernised facility that will serve as both an educational resource and a community hub.

Architectural Vision and Structural Changes

According to the proposal, the eastern portion of the building will be retained, conserved, and refurbished for the museum. In contrast, the western wing, which formerly housed the Central Police Station, will be demolished due to severe structural damage. Planning documents indicate this section is non-viable for restoration within current financial constraints. Both areas have been empty since 2013.

The architectural approach seeks to maintain the integrity and authenticity of this iconic structure while giving it new life and purpose closely linked to its historical narrative. Reuse and refurbishment will be essential to continuing the life of this place.

Museum Features and Public Amenities

The retained three-storey 1960s building will offer:

  • Permanent and temporary exhibitions
  • Teaching and learning spaces
  • Displays for school excursions and the general public

Select parts of the former lock-up on Adelaide Terrace will be intentionally preserved in their original condition so the building can function as a living exhibit. A cafe is proposed along Hay Street, with smaller function and event spaces planned to host community and civic gatherings for 20 and 60 people.

Addressing Current Limitations

The development aims to address the shortcomings of the current WA Police Museum in Highgate, described in documents as:

  1. Undersized
  2. Technologically outdated
  3. Lacking appropriate teaching, learning, and storage facilities

These new features are intended to maintain a strong visual relationship with the adjacent WA Police Headquarters while delivering a more welcoming public entry.

Access and Operational Details

No public parking is proposed on the site, but 30 secure bays will be provided for police staff, screened by landscaping. The location is close to public transport, including:

  • CAT routes
  • Bus services along Adelaide Terrace
  • Nearby public parking facilities

Opening hours are proposed to be 9am to 5pm seven days a week. Public comment on the proposal is open until March 3.
