The report asserts that Australia's democracy and sovereignty are under threat from a propaganda machine that supports climate change deniers, facilitated by tech companies enabling an "information war" on climate issues.

Escalating Information Warfare and Its Impacts

According to Kapetas, the author of the report, disinformation and propaganda campaigns targeting climate change mitigation efforts now pose a direct danger to democratic institutions. She explained that in the digital age, power is increasingly derived from dominance in the information space, with propaganda and disinformation overshadowing factual discourse. Kapetas emphasized that this battle is being lost, and the situation is expected to worsen with the advancement of artificial intelligence.

She further highlighted that the issue extends beyond mere communication challenges, evolving into a significant threat to Australia's sovereignty, economic resilience, disaster preparedness, institutional trust, and strategic autonomy. Kapetas noted a concerning "drift toward authoritarian politics," which is being bolstered by climate change denial campaigns.

Economic and Security Collisions

Barrie pointed to the "unprecedented energy crisis" stemming from fuel shortages due to conflicts in the Middle East, attributing it to the global failure to address dependence on fossil fuels. He warned that this energy reliance is causing both economic disruption and increasingly perilous physical conditions for Australians. Barrie stressed that these issues are now colliding with a global and domestic climate disinformation war, which actively undermines efforts to build a renewable, clean-energy future and reduce coal and gas exports.

He called for political courage and decisive policy action to counter this disinformation war, cautioning that unchecked threats from accelerating climate change could lead to societal collapse. Barrie affirmed that these warnings are not speculative but are based on insights from the world's leading climate scientists.

Urgent Calls for Regulatory Action

The report urgently advocates for government intervention to implement regulations on big tech companies to curb the creation and spread of disinformation through social media and AI. Key recommendations include:

  • Introducing anti-trust architecture similar to the European Union Digital Markets Act to prevent tech platforms from amplifying disinformation.
  • Enforcing further regulations on AI, social media, and digital platforms to hold companies accountable for disinformation and other harms disseminated on their sites.

An immediate priority highlighted in the report is the implementation of "enforceable regulation" on generative AI, due to its capability to produce text and images that can be exploited for disinformation distribution. The authors argue that without such measures, the integrity of Australia's democratic processes and security will continue to be compromised.
